For plump & filled out cushions you should always get an insert that is one size bigger than a cover.
18x18inch cushion cover will look great with 20×20” cushion insert.

Embroidered linen cushion care:
Machine or hand wash in lukewarm or cold water. Iron while the fabric is still damp or with steam at medium-to-hot.
